Franklin University Appoints Dr. Scena Webb as Executive in Residence for Public Administration, Advancing the Center for Public Safety and Cybersecurity Education

Continuing its commitment to bridging academic learning with industry expertise, Franklin University proudly announces Dr. Scena Webb as the newest Executive in Residence (EiR) for the 2024-2025 academic year. As the University’s first Public Administration EiR within the Center for Public Safety and Cybersecurity Education, Dr. Webb’s appointment underscores the University’s dedication to offering students real-world insights and mentorship from distinguished professionals.

Launched in 2020, Franklin University’s Executive in Residence program was established to integrate the practical experiences of high-caliber leaders with the academic environment, enriching the educational experience for both students and faculty. Dr. Webb’s appointment is a testament to the program’s success and pivotal role in advancing the University’s mission.

Dr. Webb is a proud faculty member of Franklin’s MPA program and serves as the director of Industry Operations at ATF's Atlanta Field Division, which covers the state of Georgia. Dr. Webb brings a diverse background in federal government, military, organizational leadership, and academia. Her unique blend of real-world leadership experience and discipline-specific knowledge will benefit the Franklin community significantly.

Throughout her career, Dr. Webb is a veteran with over 21 years in the Navy, an author of two books, a seasoned federal employee, and an educator. She also serves as a U.S. Department of Justice internal federal coach and executive leadership coach with the Treasury Executive Institute. A recognized entrepreneur, veteran, scholar, practitioner, author, and citizen, Dr. Webb’s substantial contributions align seamlessly with Franklin University’s Center for Public Safety and Cybersecurity Education goals.

During her Executive in Residence, Dr. Webb will provide invaluable mentorship to students, offering practical guidance and career advice drawn from her extensive background. She will also lead the EiR webinar series, "Pathways to Executive Excellence: Insights and Lessons from the Top with a Focus on Public Service," where she will share her experiences and strategies for success in public service, alongside monthly guests. Additionally, Dr. Webb will collaborate closely with faculty to enhance the curriculum, ensuring that Franklin University’s programs maintain the highest standards of relevance and excellence in these critical fields.

“Dr. Webb brings a remarkable blend of expertise and personal qualities to her role as Executive in Residence,” said Dr. Wendy Eaton, program chair of the Master of Public Administration program. “Her extensive experience teaching online courses at graduate and doctorate levels has given her a profound understanding of virtual learning environments and the ability to effectively engage and mentor students remotely. Beyond her teaching, Dr. Webb has demonstrated exceptional leadership. Her seminars on implicit bias, leadership, and cultural diversity immersion highlight her commitment to fostering inclusive leaders. These are timely, relevant topics that will greatly benefit our entire student body.”

Dr. Webb’s appointment marks an exciting chapter for Franklin University, and the University community eagerly anticipates the significant impact her leadership will have on its students.
