HEERF Student Portion Reporting
This statement acknowledges that Franklin University signed and returned a Certification and Agreement on April 23, 2020, to the Department of Education, and assures that Franklin University will use no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. The following information is provided to the public for reporting purposes and will be updated at the end of each quarter.

Franklin University received an allocation of funding for direct student support from the Higher Education Emergency Relief Fund I (HEERF I) which is authorized by the Coronavirus Aid, Relief and Economic Security Act (CARES Act). HEERF I financial aid grants to students may be used for expenses accrued from the disruption of campus operations due to the COVID-19 pandemic such as: housing, food, transportation, technology, health care, and child care.
- Franklin University received a total of $846,988 from the Department of Education under Section 18004(a)(1) of the CARES Act. The total amount of funds that Franklin University received for distribution of emergency financial aid grants to students was $423,494.
- The estimated total number of students at Franklin University eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Student Emergency Aid Grants to students under Section 18004(a)(1) of the CARES Act is 13,198.
- The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act that is required to be published are as follows:
First 30 Days - $167,940 to 148 students
July 17, 2020 - $204,265 to 177 students
September 30, 2020 - $266,706 to 221 students
December 30, 2020 - $300,271 to 251 students
March 30, 2021 - $423,494 to 591 students – Final quarterly reporting for HEERF I
- Franklin University chose to award HEERF I funds in a hybrid awarding model. The methods used by Franklin University to determine which students receive Student Emergency Aid Grants and how much they will receive under Section 18004(a)(1) of the CARES Acts are as follows;
Student Application
• Students who completed the CARES Act Student Emergency Aid Grant application.
• Meet the basic eligibility criteria for Title IV funding as defined by the US Department of Education.
• Enrolled in an eligible degree or certificate program on or after Spring 2020 with the priority given to those enrolled in Spring 2020.
• Indicate a hardship was caused by the disruption of on campus operations due to the COVID-19 pandemic.
• Amounts will be awarded based on the goal to assist as many students as possible based on needs presented in the application.
Blanket Award (remaining unspent HEERF I funds)• Students who are enrolled in an eligible degree or certificate program for Spring 2021
• Completed a 2020-21 FAFSA and have a 0 EFC
Franklin University received an allocation of funding for direct student support from the Higher Education Emergency Relief Fund II (HEERF II) which is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA). HEERF II financial aid grants to students may be used for any portion of their cost of attendance, and/or for emergency expenses due to COVID-19 such as: tuition, housing, food, transportation, health care, mental health care, and child care.
- Franklin University received a total of $2,889,785 from the Department of Education under CRRSAA. The total amount of funds that Franklin University received for distribution of HEERF II grants to students was $560,751.
- The estimated total number of students at Franklin University eligible to participate and to receive HEERF II Student Emergency Aid Grants to students is 10,284.
- The total amount of Emergency Financial Aid Grants distributed to students that is required to be published are as follows:
June 30, 2021 - $560,751 to 929 students (Final Quarterly Reporting for HEERF II)
- Franklin University chose to award HEERF II funds in a hybrid awarding model. The methods used by Franklin University to determine which students receive Student Emergency Aid Grants and how much they will receive are as follows;
Student Application
• Students who completed the COVID Emergency Relief Aid Grant application.
• Enrolled in an eligible degree or certificate program on or after March 13, 2020.
• Be U.S. Citizen or Eligible Non-Citizen.
• Priority given to students who are identified as having exceptional need.
Blanket Award (in collation with HEERF I)• Students who are enrolled as of March 17, 2021 in an eligible degree or certificate program for Spring 2021
• Completed a 2020-21 FAFSA and have a 0 EFC as of March 17, 2021
Franklin University received an allocation of funding for direct student support from the Higher Education Emergency Relief Fund III (HEERF III) which is authorized by the American Rescue Plan (ARP). HEERF III financial aid grants to students may be used for any portion of their cost of attendance, and/or for emergency expenses due to COVID-19 such as: tuition, housing, food, transportation health care, mental health care, and child care
- Franklin University received a total of $5,163,675 from the Department of Education under ARP. The total amount of funds that Franklin University received for distribution of emergency financial aid grants to students was $3,039,289.
- The estimated total number of students at Franklin University eligible to participate and to receive HEERF III Student Emergency Aid Grants to students is;

Franklin University chose to award HEERF III funds in a hybrid awarding model. The methods used by Franklin University to determine which students receive Student Emergency Aid Grants and how much they will receive are as follows
Student Application
• Students who completed the COVID Emergency Relief Aid Grant application.
• Enrolled at Franklin University on or after March 13, 2020.
• Priority given to students who are identified as having exceptional need. Exceptional need is determined by a committee for each student application which includes a review of the student’s 2021-2022 Expected Family Contribution (EFC), COVID impact statement, and the student’s self-certification of exceptional need.
Blanket Award
• Students who were enrolled as of December 13, 2021 in an eligible degree or certificate program for Summer 2021 or Fall 2021.
• Students who have a 2021-22 FAFSA received by Franklin University and have a 0 EFC as of December 13, 2021.
